A vehicle needs at least one Peace’s staff member to be ranked at all. Agency support counts toward the ratio, but a van staffed only by an outside worker stays unranked.

Above that, status is participants ÷ total staff: 2.5 or more is Rose Gold, 2 or more Gold, 1.5 or more Silver, below that Bronze. It updates automatically as you add or remove people.
